EDCOUCH, Texas, July 6, 2026 — The Board of Trustees of Edcouch-Elsa Independent
School District has named Dr. Rosalba De Hoyos the lone finalist for Superintendent of Schools.
The Board voted to name Dr. De Hoyos at its meeting on July 6, 2026.
The Board expects to consider a contract with Dr. De Hoyos after the 21-day period.
Dr. De Hoyos brings 31 years of experience in Texas public education, built entirely in the Rio
Grande Valley. She currently serves as Associate Superintendent for Instruction at McAllen ISD,
where she oversees the district's secondary campuses and instructional support divisions. In
2023, she led McAllen ISD as interim Superintendent of Schools.
A product of the Rio Grande Valley herself, Dr. De Hoyos has served as a teacher, counselor,
dean of instruction, early college director, principal, district director, assistant superintendent,
and associate superintendent across McAllen ISD, Pharr-San Juan-Alamo ISD, Edinburg CISD,
and Hidalgo ISD. As principal of McAllen ISD's Achieve Early College High School, she led the
campus to recognition as a National Blue Ribbon School in 2015 and earned the Terrel H. Bell
Award for Outstanding School Leadership, a national honor, that same year. She was also twice
named a Texas Education Agency High Progress Rewards Principal.
In her current role, Dr. De Hoyos has helped McAllen ISD sustain strong academic results,
including “A” accountability ratings across all of the district's high schools.
Dr. De Hoyos holds a Doctor of Professional Counseling from Mississippi College and a Master
of Education in Guidance and Counseling from the University of Texas-Pan American. She is a
Licensed Professional Counselor-Supervisor and holds current Texas certification as a
Superintendent, Principal, and School Counselor.

campuses in Edcouch, Elsa, and the surrounding Delta Area communities of Hidalgo County, in
the heart of the Rio Grande Valley. The District operates five elementary and early childhood
campuses, one middle school, and Edcouch-Elsa High School, and reported a four-year
graduation rate of 92.2 percent for the Class of 2024.
