
Edcouch-Elsa ISD ESSER Funding
The Elementary and Secondary Emergency Education Relief (ESSER) Fund is provided through federal stimulus bills to address the impact that COVID-19 has had and continues to have on schools.
ESSER III (ARP, 2021)

Texas: $12.4 billion
EEISD: $27.25 million
Edcouch-Elsa ISD submitted an application for ESSER III on August 18, 2021, for $27.25 million in one-time federal funding to address needs caused by the COVID-19 pandemic.
Funds can be used to cover expenses that were incurred starting March 13, 2020, and that may continue to arise through September 30, 2024.

What can we use the ESSER III funds for?
● Supporting teachers with the training, resources, and coaching to accelerate student learning.
● Rigorous Instructional Materials such as library materials, field trips, and Social-Emotional Learning services are designed to help teachers, schools, and parents re-engage students.
● More time for learning, including tutoring and enrichment opportunities in the summer and after school.
● Empowering parents as a child’s first teacher through additional counseling services, parent leadership training, and wrap‐around and community partnerships.
● Other supports such as facility improvements (HVAC, ventilation, cleaning/PPE) and new technology.

June 15, 2021: Community Input Survey sent about ESSER III Federal Funds
July 6, 2021: EEISD Community Input Survey closes
July 15, 2021: Presentation to the EEISD Board of Trustees (Board Presentation)
August 18, 2021: EEISD Application submitted to TEA
September 1, 2021: Application/Uses of Funds Plan due to TEA
Application/plan is reviewed and negotiated by TEA
School district posts plan to the website within 30 days of receiving Notice of Grant Award
Safe Return to In-Person Instruction and Continuity of Services Plan
The American Rescue Plan Act requires that school districts make their Safe Return to In-Person Instruction and Continuity of Services Plan available to the public online. The plans must be in an understandable and uniform format; to the extent practicable, and written in a language that parents can understand. Alternatively, the plan may be orally translated or provided in an alternative accessible format upon request.
Our Edcouch-Elsa ISD teams will continue to work collaboratively to review and refine our plans throughout the year.

We collected feedback on the current adopted version of EEISD’s safe-to-return-to-learning plan through a town hall meeting held on August 9, 2021. Here, we explained our plan to safely return to learning and responded to questions from all stakeholders, including parents/guardians, teachers, staff members, and other community members.
